Hwaseong Special City establishes 'welfare baseline' to realize inclusive welfare city

Hwaseong Special City (Mayor Jung Myeong-keun) announced that the Hwaseong Welfare Foundation held a 'Report Meeting on Establishing Hwaseong Citizen Welfare Baseline' on the 21st in the main conference room on the 5th floor of City Hall, sharing the process and main results of welfare baseline establishment that has been pursued to date.

The report meeting was attended by approximately 40 people including Mayor Jung Myeong-keun of Hwaseong Special City, Chairman Lee Gye-chul of Hwaseong Special City Council, members of the Health and Welfare Committee, sector chairpersons of the Hwaseong Citizen Welfare Baseline Establishment Task Force, and city officials.

The Hwaseong Citizen Welfare Baseline originated from the question "What is the basic standard of living that every Hwaseong citizen should enjoy?" The Hwaseong Welfare Foundation promoted the establishment of the welfare baseline to analyze the region's demographic and social characteristics and welfare conditions, and to explore the welfare level needed by citizens and the direction of future policies.

In particular, the foundation conducted basic research and regional welfare situation analysis, and produced results through discussions and opinion-gathering processes of the task force involving citizens, experts, social welfare field practitioners, and public officials.

Based on this, the city presented the "minimum standard" necessary to maintain basic living in areas closely related to citizens' daily lives—including △care △income △housing △health △education △transportation—and the "appropriate standard" for improved quality of life. Additionally, policy tasks and indicators for each sector were organized.

This report meeting is significant in sharing the process and results of the welfare baseline prepared through joint discussion by citizens and stakeholders in various fields. The related content will be included in a white paper and used as foundational material for reviewing Hwaseong City's welfare level and discussing the direction of advancement in welfare policies going forward.

Mayor Jung Myeong-keun of Hwaseong Special City said, "The Hwaseong Citizen Welfare Baseline is meaningful in that it was prepared by bringing together thoughts and opinions from citizens, experts, welfare field practitioners, and public officials," and added, "I hope the baseline established this time will be utilized as a standard for carefully observing the lives of Hwaseong citizens and designing welfare policies that can be felt by citizens in their daily lives."
