Hwaseong Special City Establishes 'Welfare Standard Line' to Realize Inclusive Welfare City

Hwaseong Special City (Mayor Jung Myung-keun) announced that the Hwaseong City Welfare Foundation held a "Hwaseong Citizens Welfare Standard Line Establishment Report Meeting" on the 21st at the conference room on the 5th floor of City Hall, sharing the progress and key results of welfare standard line establishment carried out to date.

The report meeting was attended by approximately 40 people including Mayor Jung Myung-keun of Hwaseong Special City, Chairman Lee Gye-cheol of Hwaseong Special City Council and members of the Health and Welfare Committee, division chairpersons of the task force for establishing Hwaseong citizens' welfare standard line, and city officials.

The Hwaseong Citizens Welfare Standard Line originated from the question: "What is the basic standard of living that all Hwaseong citizens should enjoy?" The Hwaseong City Welfare Foundation pursued the establishment of a welfare standard line by analyzing the region's demographic and social characteristics and welfare conditions, and seeking the welfare level needed by citizens and future policy directions.

In particular, the foundation led basic research and local welfare condition analysis, and established results through deliberations by the task force with participation from citizens, experts, social welfare practitioners and public officials, and processes of gathering opinions.

Based on this, the foundation presented the "minimum line" necessary to maintain a basic standard of living and the "appropriate line" for improved quality of life in areas closely related to citizens' daily lives including △care △income △housing △health △education △and transportation. Additionally, policy tasks and indicators for each sector were organized.

The significance of this report meeting lies in sharing the process and results of the welfare standard line prepared through joint discussion by citizens and stakeholders from various sectors. The related content will be included in a white paper and used as a basis for inspecting Hwaseong City's welfare level and discussing future directions of welfare policy development.

Mayor Jung Myung-keun of Hwaseong Special City stated, "The significance of the Hwaseong Citizens Welfare Standard Line lies in the fact that it was prepared by bringing together citizens, experts, social welfare practitioners, and public sector officials," adding "I hope the standards established this time will be utilized as a criterion for carefully examining the lives of Hwaseong citizens and designing welfare policies that citizens can feel in their daily lives."
