Suwon Special City Accepts Applications for Small-Scale Housing Redevelopment 'New Light Town' Candidate Sites

Suwon Special City is accepting applications from the 10th for candidate sites for the '2026 Suwon-style Small-Scale Housing Redevelopment Management District (New Light Town)' to improve the residential environment of aged low-rise residential areas.

Application targets are areas with a size of 30,000㎡ or less where deteriorated and substandard buildings account for 50% or more. Applicants must obtain consent from at least 50% of land and other owners by area, and 30% or more for each business implementation district.

The business implementation district must be surrounded by urban planning roads with a width of 4 meters or more and must consist of no more than two locations within the candidate site. Areas that meet the consent rate for cooperative establishment authorization may apply with some criteria such as area relaxed in accordance with relevant laws.

This year, the target area has been expanded from the existing 20,000㎡ or less to 30,000㎡ or less to lower the participation threshold. Optional conditions such as housing density, unit density, undersized parcels, and housing road accessibility have also been eliminated.

Areas that have applied for or been selected as candidates for public redevelopment, redevelopment, or reconstruction projects are excluded. Urban regeneration areas, national heritage protection zones, and historic and cultural environment preservation areas must be coordinated with relevant departments in advance.

Suwon City will evaluate resident consent rates, deterioration levels, urgency of redevelopment, and district appropriateness to select a maximum of three sites, with final selection scheduled for February 2027. Selected areas will receive support from Suwon City for management plan establishment, and individual small-scale housing redevelopment projects will proceed after provincial approval and announcement.

When designated as a New Light Town, business periods can be reduced by approximately 2 to 4 years compared to existing redevelopment projects through simplified administrative procedures. Benefits also include △reduced burden of upzoning due to rental housing supply △relaxed floor area ratio due to infrastructure and rental housing construction △support for management plan establishment costs.

A Suwon City official stated, "We have expanded the application area and relaxed application requirements to allow more aged low-rise residential areas to participate," and added, "We will actively support resident-led redevelopment projects to proceed expeditiously."
