Suwon Special City wins grand prize at Gyeonggi Province 'Proactive Administration Excellence Competition'
Suwon Special City (Mayor Lee Jae-jun) presented its case of "Korea's first! Integrated and customized e-notification with automatic mail linkage" at the "2026 Proactive Administration Excellence Competition" held on the 11th at the Gyeonggi Arts Center Convention Hall, hosted by Gyeonggi Province, and received the grand prize.
This year's final competition featured 18 cases from 8 cities and counties and 10 public institutions that passed the preliminary round. Suwon City competed in Group A alongside Namyangju City, Goyang City, and Hwaseong City and was selected for the grand prize.
Suwon City presented a case of "integrated and customized e-notification" with automatic mail linkage, the first of its kind in the nation, built by the Tax and Finance Department. It is a proactive administration case that improved the notification system by automatically linking mail and electronic notifications, allowing citizens to check administrative notices more conveniently.
When conducting resident registration fact investigations, remote participation guidance was linked with e-notifications, significantly increasing the remote participation rate and reducing on-site visits by heads of community organizations by 2.5 million cases compared to 2024. The Ministry of the Interior and Safety, recognizing the excellence of the policy, is promoting its expansion and adoption among local governments nationwide.
Additionally, the delivery period for parking violation fine notices was shortened from over 10 days to 3 days. A system was established in which mobile transmission and paper notice dispatch for non-readers are automatically processed, enhancing citizen convenience and work efficiency.
Furthermore, Suwon City became the first in the nation to introduce a mobile voice notification service for the visually impaired, enabling them to access administrative information immediately.
Suwon City significantly expanded the scope of mobile notifications from the existing 4 types to 33 types, increasing citizen convenience and administrative efficiency, and has achieved annual savings of over 500 million won in postal expenses.
A Suwon City official stated, "We are pleased to receive recognition for our efforts to improve administrative procedures from the citizens' perspective," and added, "We will continue to carry out innovative proactive administration that citizens can experience in their daily lives."
