Yongin Special City conducted a large-scale personnel reshuffle as of July 27. Major personnel transfers involving bureau chiefs, department heads, and team leaders have been implemented. In this reshuffle, 30 civil servants of grade 5 and above, including the Agriculture, Livestock and Fisheries Bureau chief, major department heads, and township and district chiefs, have been reassigned, and 6 grade 6 civil servants have been appointed as acting grade 5 position managers. Team leader transfers across all sectors have also taken place concurrently.
What stands out particularly is the redeployment of operational heads in the Semiconductor National Industrial Complex, general industrial complexes, and artificial intelligence convergence city sectors. This is evaluated as demonstrating resolve regarding the establishment of Yongin's semiconductor industry foundation and the promotion of future industry policies. The mayor explained, "The redeployment of operational heads in the Semiconductor National Industrial Complex, general industrial complexes, and artificial intelligence convergence city sectors is focused on strengthening efforts to establish Yongin's semiconductor industry foundation and promote future industry policies."
A notable aspect of Yongin City's personnel reshuffle is the concurrent implementation of team leader-level personnel changes in citizen-facing departments including the Public Affairs Office, Media Affairs Division, and Citizen Communication Division. The prevailing evaluation is that this is aimed at strengthening the transmission of municipal government information and gathering of residents' opinions by reorganizing media response, social media promotion, on-site communication, and citizen cooperation functions related to key projects such as the Semiconductor National Industrial Complex.
Behind this reshuffle lies the government's announcement of an early establishment stance for the national industrial complex. When schedule acceleration measures related to early development of the Yongin industrial complex were discussed at the "Mega Project Public-Private Joint Inspection Meeting" recently chaired by President Lee Jae-myung, the government expressed its willingness to actively support by advancing administrative procedures and infrastructure construction as much as possible.
Samsung Electronics has also responded to the government's directive, reportedly setting a target operation date of 2029 for the first semiconductor fabrication plant (fab) among the six semiconductor production facilities to be constructed in Yongin's Semiconductor National Industrial Complex. This accelerates the existing plan (2030-2031) by a maximum of 1-2 years.
Therefore, site development construction must commence in the latter half of this year, and fab construction must begin in 2027. For the project to proceed normally, there is a mounting workload for Yongin City public officials, including Mayor Lee Sang-il. Land compensation, relocation of obstacles, expropriation adjudication, and construction contractor selection must be executed without any errors. In particular, basic infrastructure including land compensation, licensing and permitting, and power and water supply must be constructed rapidly.
