Yongin Mayor Lee Sang-il: "Central Government Must Ensure Power and Water Supply to Samsung and SK Hynix Industrial Complexes"
Yongin Mayor Lee Sang-il emphasized on the 26th that the central government must ensure timely and uninterrupted supply of electricity and water to successfully operate the Advanced System Semiconductor National Industrial Complex (Samsung Electronics) in Dong and Namsa-eup, Cheoein-gu, and the Yongin Semiconductor Cluster General Industrial Complex (SK Hynix) in Wonsam-myeon.
The mayor attended the "9th Good City Forum 2026" held at Perum Tower in Jung-gu, Seoul, and delivered a keynote address titled "The Future Drawn by Yongin Renaissance 2.0."
The mayor stated, "The site development for Samsung Electronics' national industrial complex was delayed by more than six months due to obstructions from some ruling bloc members and anti-transmission groups," and added, "In this situation, Samsung Electronics moved up the operation schedule for part of its first fab from the second half of 2030 to the second half of 2029, so from now on, site development must be expedited to enable fab construction to begin in the second half of next year."
He further stated, "The power for fabs 1 and 2 is planned to be supplied through an LNG (liquefied natural gas) power plant built within the national industrial complex, so the central government must work to ensure this proceeds smoothly. Regarding water supply from Paldang Dam, some nearby cities are opposing the burial of pipelines, so the central government and Gyeonggi Province must resolve this issue."
The mayor also said, "Regarding the construction of Samsung Electronics fabs 3, 4, 5, and 6 and SK Hynix fabs 3 and 4, the central government must persuade groups opposing transmission to Yongin and quickly resolve transmission issues so these fabs can operate early as planned. Additionally, the central government must ensure that the second-phase water supply from Paldang Dam needed for these six fabs proceeds according to schedule without any disruption."
The mayor stated, "Yongin Special City achieved waivers for preliminary feasibility studies during the previous administration, expanded tax benefits for residents on capital gains, expanded land compensation, and prepared relocation sites and exclusive industrial complexes for relocated businesses to successfully develop the Advanced System Semiconductor National Industrial Complex. Now, the current government must play an active role in resolving remaining issues such as power and water supply."
The mayor pointed out, "A plan to develop national industrial complexes in 15 cities nationwide, including Yongin, was announced on March 15, 2023, but to date, only Yongin has received approval for the industrial complex plan. The national industrial complex candidate sites in the other 14 cities are also very important for this nation and the local economies, so the current government must pay close attention to them."
The mayor noted, "After the national industrial complex plan was announced in March 2023 and before the current administration took office in December 2024, the previous government held seven inter-agency task force meetings under the Ministry of Land, Infrastructure and Transport to review the national industrial complex project. However, the current government has not held a single review meeting in over one year and three months since taking office. The government must review the implementation status not only in Yongin but also in the other 14 regions, listen to local opinions, and make active support efforts."
The mayor said, "The reason Samsung Electronics and SK Hynix are leading and competing for the world's top positions is because numerous small and medium-sized component suppliers are positioned around these anchor companies. When small and medium-sized enterprises are located within about an hour's drive from anchor company fabs, problems in semiconductor production can be addressed immediately, showing that ecosystem competitiveness also comes from proximity."
Mayor Lee Sang-il stated, "Yongin's semiconductor projects are directly connected to Yongin's future, but they are also matters for the Republic of Korea, so I hope everyone will unite to make these projects successful. Yongin City will provide sufficient administrative support for its responsibilities and will actively cooperate with the central government and related organizations such as Korea Land and Housing Corporation."
