Hwaseong Special City Mayor Jung Myung-geun: "Tong and Ri Leaders are Key Community Leaders and Strong Bridges"

On the 11th, Hwaseong Special City held the "2026 Hwaseong Special City Tong and Ri Leader Competency Enhancement Training" at the Grand Ballroom of Pureumil Hotel in Aennyeong-dong.

The training was organized with the participation of 225 tong and ri leaders, primarily new appointees, to strengthen job competencies and remind them of their roles and responsibilities as community leaders.

The training was conducted in two parts: Part 1 featured a special lecture on the roles and leadership of tong and ri leaders, and Part 2 consisted of interactive programs. Part 1 examined the roles tong and ri leaders perform in the field and the attitudes they should maintain as community leaders, while Part 2 reinforced the importance of communication and cooperation through interactive programs.

Prior to the special lectures, the city provided guidance on the key features and usage methods of "Smart Village Broadcasting," a mobile village broadcasting application exclusively for tong and ri leaders. Smart Village Broadcasting is a mobile village broadcasting system that allows tong and ri leaders to use smartphones to convey village news, administrative information, and disaster and safety information to residents. It is expected to complement existing broadcasting equipment and help rapidly deliver necessary information to residents.

Hwaseong Special City Mayor Jung Myung-geun visited the training site and encouraged the tong and ri leaders, stating, "Tong and ri leaders are key community leaders who listen to residents' voices from the closest point to citizens and connect administration with residents." He added, "To realize the vision of the 9th civilian government's city administration, 'Everyone's Happiness, Greater Hwaseong,' the role of tong and ri leaders who create citizen-centered city administration based on the values of growth, inclusion, and fairness is very important."

He continued, "I hope this training will help improve communication capabilities with residents and assist in leading the community," and stated, "Going forward, we will spare no effort in providing necessary support so that tong and ri leaders can serve as strong bridges connecting residents and administration."

Meanwhile, approximately 1,000 tong and ri leaders are currently active in 29 eup, myeon, and dong districts in Hwaseong Special City. As community leaders connecting administration and residents, they perform various roles including city administration promotion, gathering resident opinions, identifying welfare blind spots, supporting resident registration verification, assisting with civil defense duties, and activating resident communities.
