[News S=Reporter Jung Jun-sung] Suwon Special City has significantly lowered the bar for participation in the 'Saebit Town' project, which aims to redevelop aging low-rise residential areas.

The upper limit of the target area has been increased by 10,000㎡, and stringent selection conditions such as housing density have been completely eliminated, reflecting the city's determination to put areas that had previously abandoned applications due to eligibility requirements back on the project track.

According to Suwon City on the 7th, the city will begin recruiting candidate sites for the '2026 Suwon-type Small-Scale Residential Redevelopment Management Area (Saebit Town)' starting from the 10th.

The most significant change is in the scale criteria. The recruitment target area, which was previously limited to 2,000㎡ or less, has been expanded to 3,000㎡ or less. Additionally, optional selection conditions such as housing density, unit density, fragmented parcels, and housing road frontage ratio—which had previously hindered applications—have been deleted.

The remaining requirement is that the ratio of aged or deteriorated buildings must be 50% or higher. Resident approval must be obtained at 50% or above based on both the number of landowners and land area, and at least 30% or above for each project implementation area.

Project implementation areas must be surrounded by urban planning roads with a width of 4 meters or more, and up to two districts per candidate site may be combined. If an area has already met the consent rate for establishment of a cooperative association, it may apply to ease certain standards such as area in accordance with relevant laws.

However, areas that have already applied for or been selected for public redevelopment or redevelopment/reconstruction candidate site recruitment are excluded. Urban regeneration areas, national heritage protection zones, and historic and cultural environment preservation areas must undergo prior consultation with relevant departments.

The city plans to select up to 3 sites based on resident consent rate, deterioration level, urgency of redevelopment, and area appropriateness. Final selection will be made in February 2027. Selected areas will receive support from the city in establishing management plans, followed by approval and notification from Gyeonggi Province, leading to individual small-scale residential redevelopment projects.

Once designated as Saebit Town, administrative procedures are streamlined, allowing project periods to be advanced by 2 to 4 years compared to existing redevelopment projects. The burden associated with vertical expansion when supplying rental housing is reduced, and the floor area ratio is relaxed when constructing basic facilities and rental housing. Support is also provided for management plan establishment costs.

Application forms can be downloaded from the announcement on the Suwon City website. Applicants must submit completed recruitment applications, resident consent documents, and other required documents directly to the Redevelopment Project Team of the Suwon City Urban Redevelopment Division.

A city official stated, "We have expanded the recruitment area and relaxed application requirements to allow more aging low-rise residential areas to participate," adding "We will actively support resident-led redevelopment projects to proceed smoothly."
