Suwon City to Support 'Flex Parking' Pilot Project Using Idle Road Lanes as Parking Spaces
Suwon Metropolitan City (Mayor Lee Jae-jun) has been selected for the Ministry of Land, Infrastructure and Transport's '2026 Smart City Regulatory Sandbox (Smart Pilot Project)' and will provide pilot project sites and support on-site operations for ㈜Dongsung I-Tech's 'Flex Parking' service.
The Ministry of Land, Infrastructure and Transport's Smart City Regulatory Sandbox is a system that provides on-site pilot testing opportunities by temporarily waiving regulations when innovative services utilizing new technologies cannot be commercialized due to existing legal restrictions. The 'Flex Parking' project submitted by ㈜Dongsung I-Tech has been selected as a pilot project.
Flex Parking is an artificial intelligence (AI)-based Software-as-a-Service (SaaS) platform that digitalizes location information of spaces where parking is difficult under existing laws, such as idle road lanes along roadsides, and operates parking spaces by time period.
The service can be used through mobile apps, automatic response systems (ARS), and QR codes without installing large-scale facilities such as bollards or unmanned payment systems. Users can check parking spaces in real-time, make reservations, and complete non-face-to-face payments.
Five organizations will participate in the pilot project: ㈜Dongsung I-Tech, Suwon City, Suwon Metropolitan Research Institute, Korea Road Traffic Authority, and Korea Transportation Association. ㈜Dongsung I-Tech will handle overall project operations including platform development, coordination with relevant police agencies, facility construction, system operation, and user support.
During the 24-month pilot period, Suwon City will support advance announcements and on-site communication to minimize citizen confusion. Based on data accumulated through the pilot, the city plans to review the feasibility of policy implementation, and when the operator requests amendments to relevant laws such as the Road Traffic Act and Parking Lot Act, the city will support the submission of local government opinions.
An official from Suwon City stated, "We are providing pilot project sites and administrative support so that private-sector smart parking technology can be verified in actual urban spaces," and added, "We will minimize citizen confusion and analyze pilot data to review the possibility of future policy implementation."
