"Regret Over Insufficient Prior Consultations"...Government Pursuing 13 Institutional Improvements for August 13 Housing Policy

Gyeonggi Province is preparing 13 institutional improvement tasks—including the use of computerized compensation documents and early development of business relocation complexes—to ensure that the government's August 13 "Housing Rapid Supply Plan" translates into actual improvements in housing supply speeds for public housing complexes within the province, such as the Third New Cities. The province plans to submit these recommendations to the government.

On the 4th, Gyeonggi Province held a countermeasure meeting chaired by Governor Choo Mi-ae, attended by relevant officials including the Director of Urban Development and the Chief of New City Planning, to discuss 13 institutional improvement tasks aimed at enhancing the on-site implementation effectiveness of government measures.

At the meeting, Governor Choo stated regarding these institutional improvement tasks: "We need to discuss this first with relevant standing committee members. If it's difficult to gather everyone, we should hold briefing sessions with Gyeonggi Province lawmakers from the Land, Infrastructure and Transport Committee, the Committee on Budget and Finance, and the Defense Committee, and provide easy briefings," adding "this needs to be done quickly before the regular parliamentary session (when legislation discussions intensify in earnest)."

Governor Choo also expressed regret, stating "There was insufficient prior consultation with Gyeonggi Province in the process of establishing the government's large-scale housing supply measures," and noted that "there is a need to strengthen consultation with local governments in future major housing policy implementation processes."

Earlier, on August 13, the government announced a "Housing Rapid Supply Plan for Stabilizing Jeonse and Sales Markets," and decided to streamline and expedite public land development procedures, reducing the period from candidate site announcement to construction commencement from approximately 68 months to 37 months. Through this, the government plans to rapidly commence construction on 89,000 units of public housing by 2030.

Gyeonggi Province believes that, given the government's direction to shorten housing supply periods, improvement in delays caused by compensation, business relocation, metropolitan transportation, and inter-agency coordination—which repeatedly occur at actual project sites—is also necessary to increase supply speed.

The 13 tasks discussed on the day include 4 tasks for rapid advancement and procedural simplification, 3 tasks for business relocation measures and strengthening self-sufficiency functions, and 6 tasks for improving business promotion systems and establishing foundations for local fiscal forecasting.

Based on this internal review plan, Gyeonggi Province plans to further gather on-site opinions from co-implementing agencies including the Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Development Corporation (GH), Korea Land Information System Corporation (LX), and urban development corporations of municipalities and counties participating in Third New Cities, to supplement the proposal. Subsequently, a joint proposal will be finalized at a joint cooperation meeting attended by the governor and implementing agencies, after which institutional improvements will be recommended to the relevant central ministries and the National Assembly according to task categories, with continuous management of implementation status.
