Yongin Special Mayor Lee Sang-il Requests Government Support for Essential Electricity and Water Supply to Semiconductor Industrial Complex

Mayor Lee Sang-il of Yongin Special City emphasized on the 27th that essential infrastructure including electricity and water supply systems must be installed without disruption for early operation of Yongin's semiconductor mega-cluster, and requested active support from the central government.

The mayor also stated that Yongin's national semiconductor industrial complex and general industrial complex must be organically connected with residential areas and other regions, emphasizing that government-level support and faster implementation are necessary for constructing road and railway networks connecting the city's major hubs in a grid pattern.

The mayor submitted policy recommendation materials to the government at a nationwide mayors, county executives, and district chiefs briefing held at the Blue House's Yeongbingwan on that afternoon. The briefing was attended by President Lee Jae-myung, Prime Minister Han Seong-sook, Deputy Prime Minister and Finance Minister Gu Yun-chul, Interior and Safety Minister Yoon Ho-jung, and autonomous administrative heads from across the nation.

Through materials submitted in advance, the mayor proposed two projects: △policy recommendations for early operation of Yongin's semiconductor mega-cluster and △recommendations for expedited promotion of national railway networks and national and regional roads for timely construction of Yongin's semiconductor industry.

In his recommendation for 'policies for early operation of Yongin's semiconductor industrial complex,' the mayor emphasized that the government should accelerate efforts including early supply of electricity and water, prompt implementation of connected transportation measures, and recommendations for forming public-private-enterprise cooperation councils between the central government, local governments, project operators, and companies.

Six fabs to be built in the national industrial complex require approximately 10GW (gigawatts) of electricity and 764,000 tons of water per day. The mayor's recommendation is that the government should actively promote the plan to build a liquefied natural gas (LNG) power plant within the national industrial complex to supply 3GW of electricity for fabs 1 and 2, and to produce semiconductors from the first fab in 2029 as scheduled.

The mayor urged that the government must fulfill its electricity supply plan without disruption, noting that SK Hynix's first fab will be completed and begin semiconductor mass production in early next year.

The mayor also requested that the government promptly implement transportation measures linked to the national industrial complex.

Construction of National Road 45's expansion project passing through the national industrial complex began in earnest when the Seoul Regional Construction Management Service announced its bid on the 12th of this month.

The National Road 45 expansion project involves construction work to expand a 12.53-km section from the Daechen Interchange in southeast Cheoin-gu to Jangseo Interchange in Yangseong-myeon, Anseong City, passing through Yongin's advanced semiconductor systems cluster national industrial complex, from the existing 4 lanes to a maximum of 6 to 8 lanes. It is a large-scale national project with total construction costs of 891.1 billion won.

The mayor requested that the government accelerate the completion of projects including the new construction and expansion of Regional Road 82 (Hwaseong Jangji~Yongin Namsa, 5.1km) connecting the national industrial complex and adjacent areas and the expansion of Provincial Road 321 (Bongmyeong~Agok, 5.3km) to 2029, moving up the originally scheduled completion date of 2030-2031 to match the operational timing of the first fab at the national industrial complex.

The mayor also requested government support in his recommendation for 'expedited promotion of national railway networks, national roads, regional roads, etc. for timely construction of Yongin's semiconductor industry' for five railway projects and seven road construction projects that organically connect the city's major hubs centered around the two anchor companies' semiconductor complexes.

The mayor requested that the following projects be reflected in the government's 5th national railway network construction plan: ▲Gyeonggi Southern Metropolitan Railway new construction project ▲Gyeonggang Line extension project ▲Bundang Line extension project ▲Gyeonggi Southern East-West Transverse Line ▲SRT double-tracking and Guseong Station new construction.

The mayor also requested that the government expedite administrative procedures including private investment feasibility studies for the Central Region Express Railway (JTX) new construction project being jointly promoted by seven local governments including Yongin as an alternative to the Gyeonggang Line extension (Gyeonggi Gwangju Station~national industrial complex~Namsa) linked to Yongin's advanced semiconductor systems national industrial complex.
