Bucheon's Daejang-an Neighborhood Development Gets Green Light After 20 Years; 1,595 Units Confirmed

The urban development project for Bucheon's Daejang-an Neighborhood, which had seen settlement improvement delayed for 20 years even after being lifted from the Greenbelt, is now gaining momentum.

On the 18th, Gyeonggi Province announced that the revision of the urban management plan to upgrade the zoning and development density of the Daejang-an Neighborhood was approved at the Gyeonggi Province Urban Planning Committee meeting held that day. Accordingly, a key procedural step for advancing the urban development project of approximately 1,595 units has progressed.

This is the first actual case of applying the revised "Urban and Rural Management Plan Establishment Guidelines" enacted in June, which eased the settlement improvement standards for lifted Greenbelt settlements (residential areas). Previously, in order to upgrade the zoning of Daejang-an Neighborhood, it was necessary to wait until December 2029 when the adjacent Bucheon Daejang Public Housing District would be completed. However, as the standard changed from "after completion" to "after construction commencement" for the public housing district, the timing of the improvement project could be advanced by three years or more.

The Bucheon Daejang Public Housing District already began construction in 2023. Accordingly, the Daejang-an Neighborhood can now proceed with urban development without waiting for completion of the Bucheon Daejang District by upgrading its zoning.

Daejang-an Neighborhood is a lifted Greenbelt settlement of approximately 293,172 square meters in the vicinity of Lot 138-5, Daejang-dong, Ojeong-gu, Bucheon. Although it was lifted from the Greenbelt in 2006 and the urban management plan was decided in 2007, restrictions on the size of buildings that could be constructed made it difficult to secure project viability, and improvement projects failed to progress for an extended period.

Currently, 158 households reside in this area. Through the urban development project, the plan is to improve the area into a residential zone with a total of 1,595 units comprising 310 single-family homes and 1,285 multi-family units, with a planned population of 3,462. The project will be promoted using the "land readjustment method," in which land owners receive newly created land after the project, with the Korea Land and Housing Corporation (LH) participating as the project operator.

Following the approval by the urban planning committee, Daejang-an Neighborhood is scheduled to go through deliberation by the Bucheon City Urban Planning Committee, designation of the urban development zone, and establishment of development plans this year, with plans to establish implementation plans in 2027. Construction is scheduled to begin in 2028 with completion targeted for 2030 to 2031.

Lee Myung-seon, director of the Spatial Strategy Division at Gyeonggi Province, said, "This deliberation is significant as it is the first case in which the relaxed regulations from June are applied to an actual project and settlement improvement of long-delayed lifted settlements has progressed. Going forward, we will actively identify institutional constraints that emerge in the process of improvement project implementation by cities and counties and recommend improvements to the central government to expedite residential environment improvements in lifted settlements."
