Suwon's 'Mobile Electronic Notice' Service Selected as Exemplary Case for 2026 Kakao Public Innovation Awards
Suwon Special Metropolitan City (Mayor Lee Jae-jun)'s 'Mobile Electronic Notice Service' has been selected as an exemplary case in the public-private partnership category for the '2026 Kakao Public Innovation Awards.' The awards ceremony was held on the 8th at the Ninetree Premier Locaus Hotel in Yongsan-gu, Seoul.
The 'Kakao Public Innovation Awards,' hosted by Kakao Corporation, recognizes and awards outstanding institutions that have created innovative results in the public sector by utilizing Kakao's services.
Through external expert evaluation, a total of 30 institutions including government agencies, public institutions, and local governments were selected, and awards were presented in nine categories: △elimination of administrative inconvenience, △increased administrative efficiency, △budget savings, and △public-private partnership.
Suwon City was recognized for improving citizen convenience and administrative efficiency by connecting private digital platforms with public administration. Suwon City's mobile electronic notice service is a digital administrative service that links 'KakaoTalk,' a mobile messenger familiar to citizens, with public administration to deliver various notices and announcements quickly and conveniently.
Rather than simply replacing paper notices with mobile electronic notices, the system was designed to handle the entire process of administrative information delivery—from sending and viewing to payment and management of those who have not read the notice to connection with paper mail—on a single platform.
Citizens who receive mobile electronic notices but do not read them, as well as those who have difficulty receiving mobile delivery, are automatically classified and connected to paper mail delivery. This ensures that while leveraging the convenience and efficiency of mobile service, citizens in the digital vulnerable class are not excluded from administrative information.
After launching the mobile electronic notice service in November 2024, Suwon City has continuously expanded the applicable tasks. Currently, 68 departments jointly use the service for 33 types of notices and guidance services closely related to citizens' daily lives, including regular and overdue local tax notices, non-tax revenue, parking violation and exclusive lane violation fines, local tax refund notices, residence registration fact verification, and military noise compensation notifications.

Going forward, we will continue to expand services where necessary administrative information reaches citizens first, and will actively connect superior private sector technology with public administration to continue digital administrative innovation that citizens can feel."
