Gwangmyeong and Osan Urban Regeneration Hub Facilities Break Ground...170 Affordable Housing Units to Be Built

Gyeonggi Province announced that two hub facilities—the 'Affordable Housing and Eoulim Center' in Neobudae Village, Gwangmyeong City, and the 'Eoul Culture Center' in Gwoldong, Osan City—as part of the urban regeneration project, broke ground on construction on the 28th.

In Neobudae Village in Gwangmyeong, 170 affordable housing units and an Eoulim Center with culture, startup, and living functions will be built, while the Eoul Culture Center in Osan will feature childcare facilities, sports facilities, community gardens, and parking lots necessary for residents' daily lives.

The Neobudae Village urban regeneration project is a collaborative effort between Gyeonggi Province and Gwangmyeong City with the Korea Land and Housing Corporation (LH) to redevelop chronically flood-prone areas with dense unauthorized structures and state/public-owned land, while creating public housing and community facilities.

In September 2022, Phase 1 of the project completed 70 rotating housing units for temporary residence of original residents. Following preliminary procedures including relocation and demolition of existing structures, Phase 2 construction for 170 affordable housing units and the Eoulim Center has now commenced. The completion target is December 2028.

The Eoulim Center being built alongside affordable housing will be a three-story facility featuring exhibition halls, startup support spaces, resident community facilities, and a municipal childcare center. It is expected to serve as a regional hub that broadens residents' cultural opportunities and supports youth startup activities linked with cultural and arts initiatives.

The Eoul Culture Center in Gwoldong, Osan will be a two-story resident community facility with a target completion date of December 2027. The center will include parking facilities—which are lacking in the area—childcare facilities, sports facilities, and community gardens. After completion, the plan is to operate education and experience programs linked with resident proposal projects and provide community-centered cultural and life welfare services that enable direct resident participation in urban regeneration activities.

Cheon Byung-moon, director of the Urban Regeneration Division at Gyeonggi Province, stated, "We have incorporated functions needed by local residents into the urban regeneration hub facilities, including public housing and cultural/startup spaces in Gwangmyeong, and childcare, sports, and parking facilities in Osan," and added, "We will continue to support the establishment of local communities where residents directly participate and operate, going beyond simply constructing facilities."
