Hwaseong Mayor Jung Myung-keun Introduces 'Hwaseong Co-governance Body' at Presidential Policy Briefing
Hwaseong Special City (Mayor Jung Myung-keun) attended the Presidential 'Ninth-Term City/County/District Mayor Policy Briefing Session' held on the 27th at the Government Seoul Office and the Presidential Office Guest House, introducing 'Hwaseong Co-governance Body,' a participatory democracy model where citizens and administration work together to uncover local agendas and implement policies.
The 'Hwaseong Co-governance Body' is a citizen participation platform that goes beyond the limitations of existing administration, which is led by government agencies in policy-making and implementation. It uncovers, deliberates on, and formulates local agendas in collaboration with various citizens including civic organizations in fields such as environment, urban development, and transportation, as well as youth, seniors, workers, and business owners.
Hwaseong Mayor Jung Myung-keun stated, "The core of the Hwaseong Co-governance Body is not merely listening to citizens' voices, but transforming citizens' voices into policy—a structure where citizens and government ask together, decide together, and take responsibility together." He added, "Through this newly attempted participatory democracy model, we will establish a citizen-centered local governance standard."
On this occasion, Hwaseong City proposed not only the 'Hwaseong Co-governance Body' but also the 'Implementation of 10,000-Unit Public Housing Project led by Hwaseong Special City' and the 'Establishment of a Renewable Energy Supply Hub for the Greater Seoul Region and Construction of a Local Cooperation Model.'
The '10,000-Unit Hwaseong Public Housing Project' is an initiative that converts reserved lands within existing residential development districts and Hwaseong City/LH-owned land that no longer serves its original purpose due to changing urban conditions into residential land, thereby enabling rapid housing supply. With coordination from the Ministry of Land, Infrastructure and Transport and the implementation of relevant administrative procedures such as changes to district unit plans, housing supply of over 10,000 units in Hwaseong alone will be possible within 1 to 2 years at the earliest.
The 'Establishment of a Renewable Energy Supply Hub for the Greater Seoul Region' is a renewable energy project aimed at addressing Hwaseong City's low renewable energy self-sufficiency and providing a stable power supply base for companies to meet RE100 requirements. It develops key sites such as Hwaaong District to establish a stable power infrastructure, shares outcomes with the community through a resident-participation-based profit-sharing model, and realizes sustainable local cooperation.
Hwaseong Mayor Jung Myung-keun emphasized, "This policy proposal will be a turning point that contributes to rapid expansion of the government's housing supply through the reflection of new public housing districts by local governments and significantly expands the growth engine of Hwaseong City through the establishment of a foundation for companies to meet RE100 requirements." He added, "We will smoothly promote rapid housing supply and Gyeonggi Province's first resident-participation-based power generation profit-sharing model, creating the best example of local cooperation that delivers tangible and visible benefits to Hwaseong City and its citizens."
