Hwaseong City to Build 'Happiness Culture Center' in Yanggam-myeon...Providing Customized Living Services
Hwaseong Special City (Mayor Jung Myung-keun) held a kick-off report meeting on the 4th at the conference room on the second floor of the Yanggam-myeon Administrative Welfare Center for establishing the basic plan of the 'Yanggam-myeon Basic Life Hub Development Project.'
The Yanggam-myeon Basic Life Hub Development Project is designed to create hubs where residents of satellite villages—who face relatively difficult access to rural centers—can utilize necessary living services in nearby locations, while promoting balanced regional development and improving residents' quality of life.
The project site is located in Shinwang-ri 676-4, Yanggam-myeon. The city plans to invest up to 6 billion won in project costs following selection through public recruitment to establish culture and welfare service spaces and provide residents with customized living services.
In implementing the project, the city signed a consignment agreement with the Korea Rural Community Corporation (KRC) in April this year, and selected a basic plan establishment contractor in July, continuing preparations for full-scale project implementation.
Approximately 10 people attended the kick-off report meeting, including the head of the Agricultural Policy Division, the head of Yanggam-myeon, and members of the preliminary planning promotion resident committee. The service provider explained the project background and direction for basic plan establishment, project scope, resident opinion collection procedures, and future schedules. Attendees shared views on space creation and living service operation plans that reflect Yanggam-myeon's regional conditions and resident needs.
Main projects include establishing a basic life service hub through construction of a 'Happiness Culture Center' and operating customized culture and welfare services for residents. Additionally, the city plans to develop living service programs for resident capacity building and establishing a service supply system, thereby creating a community hub that local residents can continuously utilize.
The city plans to proceed with basic plan establishment, Gyeonggi Province approval, and implementation plan formulation and coordination, and then implement construction and resident capacity building projects in phases from March 2028 through December 2030.
Kim Jung-mi, head of the Agricultural Policy Division, said, "This project is significant in creating a community hub where residents can access culture and welfare services they need in daily life from nearby locations," and added, "From the basic plan establishment stage, we will fully reflect resident opinions and Yanggam-myeon's regional conditions to create a space that residents actually need and can conveniently use."
